grew up in Givatayim, served in Unit 8200 in the Talpiot program, and serves in the reserves in a unit at the rank of captain. He began his career in public service as a senior advisor to Education Minister Yuli Tamir. In 2012, he founded the organization “MA’AS” (Eran Shapira Center), which works to strengthen and renew public service in Israel, and served as its chairman for several years. Tomer managed the Center for Local Government and Regional Development at the Elka Institute for Leadership and Governance of the Joint Organization, where he developed the Regional Clusters model, which was adopted and implemented by the government. From 2014 to 2017, he served as CEO of the Israeli Center for Empowerment of the Citizen, until he was appointed as Chief of Staff to Avi Gabbay upon his election as leader of the Labor Party and the Zionist Camp. From 2020 to 2021, he served as Head of the “Israel Shield” Plan, tasked with managing the fight against the COVID-19 pandemic in Israel. In this role, he was responsible for implementing the traffic light plan and the green pass. He also served as a senior fellow at the Berel Katznelson Foundation and as a member of the board of trustees of the Social-Economic College. In June 2021, with the formation of the thirty-sixth government of Israel, Minister of Internal Security Omer Bar-Lev appointed Lotan as Director-General of the Ministry until the swearing-in of the thirty-seventh government.
