Libby Maman is a consultant, researcher, and lecturer in the field of government and regulation. She is a doctoral candidate at the School of Public Policy at the Hebrew University and a researcher at the Barcelona Institute for International Studies (IBEI). Her doctoral research focuses on trust relationships between the public, regulators, and regulated entities, with an emphasis on democratic aspects in regulatory behavior (particularly transparency, public participation, accountability, and representativeness). She has extensive experience in both quantitative and qualitative research and specializes in developing metrics, surveys, experimental surveys, and comparative research. Libi has a deep understanding of the public sector, having served as a consultant to the Director General of the Ministry of Culture and Sports and as a graduate of the "Tzo'arim LeSherut HaMedina" program. She holds a bachelor's degree in Philosophy and Communication and a master's degree in Public Policy, both from the Hebrew University.
Attorney Eyal Tzadok leads a team whose goal is to develop strategies for removing barriers in the field of government procurement. With over 25 years of experience, Attorney Tzadok has led complex procurement processes in central companies and organizations. He served as the head of the implementation project of the reform in tender regulations at government ministries and units, as well as the Vice President of Business Development in a leading group, where he initiated various processes and projects for the government. Additionally, he serves as the managing director of "Eyal Tzadok Consultants," a company specializing in business development and preparation of bids for tenders.
Dr. Matan Gutman
About meDr. Gutman is an expert in administrative and public law, with extensive academic and practical experience in governmental and legal affairs. He served as a legal assistant to President of the Supreme Court (ret.) Aharon Barak, as a legal assistant in the Supreme Court to Justice Salim Joubran, as an advisor to the Minister of Internal Security Avi Dichter, and as the Chief of Staff of the State Comptroller and Ombudsman and Public Complaints Commissioner. Dr. Gutman wrote his doctoral thesis under the supervision of President (ret.) Prof. Aharon Barak and Prof. Ariel Bendor at Bar-Ilan University, focusing on the interrelationship between the Knesset and the government and the role of the gatekeepers in Israeli democracy. He holds a Bachelor's degree in Law and Government from the Interdisciplinary Center and is a licensed attorney from Harvard Law School in the United States. Currently, Dr. Gutman teaches at the Law School of Reichman University, runs a law firm specializing in administrative and constitutional law, and owns a consulting company in the fields of ethics, human rights, and technology. Additionally, he serves as the legal commentator for the Ynet website, a member of the Public Council for Privacy Protection in the Ministry of Justice, and a member of the advisory committee to the Minister of Justice in the areas of law and technology.

He worked in the Ministry of Finance, in the General Accountant's Department - Audit Division and the Infrastructure and Projects Division. He worked as a regulation and policy researcher at the Keshev Forum. He holds a bachelor's degree in economics and political science from Ariel University, and a master's degree in political science from Tel Aviv University. Currently, he is a doctoral student in the Department of History of the Jewish People at Tel Aviv University.
Ofer Berkovich is the chairman of the Hitorerut Movement in Jerusalem. He leads a working team that examines the relationship between central and local government and proposes practical tools for decentralization and improvement of services to residents and streamlining work processes. Ofer stands at the head of the largest municipal social-political movement in the country, with over 14 years of experience in leading political and social processes in local government and civil society vis-à-vis the government. Formerly, he served as Deputy Mayor of Jerusalem, responsible for economic development, culture, and the revitalization of the city center. He works to strengthen democracy in local government by empowering council members and the opposition and creating effective tools for them, alongside transferring powers from the central government and empowering local government.
