Transparency in education budgets

According to the government decision as of the 2013-2014 school year, the Ministry of Education will once a year publish a report reviewing all resources transferred during the school year to educational institutions at the institution level and at the student level, as appearing in the Ministry of Education data and as shall be obtained from the local authorities and through educational costs. The report will include, inter alia, data regarding the resources transferred from the Ministry of Education, the local authority and the institution owners for each education institute, as well as overall analyses. The local authority and institution owners will report to the Ministry of Education with the resources data in a format to be coordinated between the Ministries of education, finance and internal affairs.

As at September 2016 this decision has been only partially implemented. There is a website that provides an accessible data system that is open to the public. By 30/8/2016 the website only included data for the years 2013-2014. Data for the 2014-2015 school year were published on the website only on 31/8/2016, a day before the 2016-2017 school year began. The second part of the decision has not been implemented – there are disagreements between the ministries, resulting in a delay in the transfer of data from the local authorities to the Ministry of Education.
