What is "The Monitor"?
"The Monitor" is a civil-public program initiated by the Citizens' Empowerment Center in Israel to follow and monitor the implementation of governmental decisions. The Monitor has been developed to establish a comprehensive, empirical and integrative knowledge base towards identifying barriers and failures in the implementation of public decisions. The purpose of the Monitor is to improve policy implementation processes in the public system through civil follow up, supervision and the provision of an effective work tool for improving performance, both for decision makers and the implementing levels. The monitor further serves as a platform for enhancing the public, media and political handling of the implementation aspect of public decisions, and for strengthening the capabilities and civil involvement of organizations, groups and individuals in Israeli society.
