The book of lost budgets

In November 2016 CECI has published a unique and innovative document entitled: "the book of lost budgets", the outcome of a detailed analysis conducted by the center, that essentially analyzes and presents data pertaining to the utilization of State budgets over the past three years. 

 

The analysis presented in the book forms an advanced budgetary control tool, enabling the identification of "problematic" budgetary clauses: items that are permanently and chronically under-utilized, items that conceal a budgetary reserve, and others that regularly deviate from their budgetary framework year after year. Thanks to extensive work by CECI's team, the data is presented in a simple and convenient browsing format and is available online at  www.ceci.org.il/LostBudget.

 

This past week "the book of lost budgets" has achieved unprecedented public attention. It's findings were published in many media channels, as well as via a special video produced at the center.

 

In addition, copies of the book were handed to all members of Knesset, to senior government ministries officials, to social organizations and to additional interested parties in order to raise the issue of the need to supervised the implementation of the state budget to the public agenda and  provide an effective tool towards improving the government's work.
